It's very hard to tell, as most of the best beer is made in small quantities and doesn't travel very far from the brewery. Making larger batches of the same quality is enormously more difficult, so it hardly ever happens. Given that, you hardly ever manage to get a serious set of competitors together, and indeed most of the time when you start talking about a competition, most of those who are actually good don't bother to enter as they already know they're good and can't scale up.
It's even more local than cheesemaking.

It shouldn't. If you've ever made beer before, you'd know how difficult it is to make a batch have a specific, reproducible flavor. Bud Light and Miller Lite are both very, very pale lagers. The lighter the beer, the easier flavor defects come through. The lighter the beer, the more difficult it is to make, and more difficult it is to make consistently. Both these beers have very, very little taste variance. Hops, for example, were once added to beer to cover flavor defects as much as counteract the sweetness.
You may personally dislike the taste of Bud Light and Miller Lite, but they're still both amazing technical achievements in beer making. You can be relatively certain that Bud Light will taste the same no matter where you order it, and they make so much of it that one or the other can be ordered just about everywhere.

Actually I always found Budvar/Czechvar really watery and weak, similar to what I always thought typical mass-produced American beer was like, so I'm not sure if there's much to ruin.
