It's like that scene in the Transformers movie (the good one with Orson Welles) and the robots are all talking to the robot who turns into a space shuttle and they're all the same size but then the robot who turns into a space shuttle turns into a space shuttle and all the other robots go inside of him and they all FIT SOMEHOW.

If you've set up your organization's culture to do a certain dysfunctional thing, having a strategy to counteract that dysfunction is going to be overwhelmed by the culture of dysfunction.
