I have a cool idea for a Bluetooth device, and I want to manufacture it. How do I design/program one? What is the basic architecture? Is there a good cross-platform toolkit?

If it is a simple device there are SoC boards with BSP that comes with it. You can start with a devkit during implementation then think about manufacturing. With BSP you will have to just provide some callback functions, it is simple and they come with examples. For more complicated scenarios Edison is cool.

Just make sure the battery does not explode then.

All you need to do is enable
chrome://flags/#enable-web-bluetooth
and the necessary software and hardware will be downloaded to your computer (you need a 3D printer if you want the hardware in physical form).

How do I design/program one?
Well, you need a physical microcontroller to run your software. The bluetooth stack goes on top of that. Don't worry, by the time you've figured how to program PICs, you'll have forgotten what you wanted to do.
