    I strongly suspect it may be impossible to meet both those requirements. A meteor large enough to vaporize his house is almost certain to cause heat and shock damage to his neighbors. I would suggest instead using a large number of smaller meteors, of sufficiently small size to avoid damage to the neighbors. Any one such meteor would be insufficient to completely destroy his house, but the cumulative damage of a large number of them would have the desired result.



  • Gets a bit trickier if you want to avoid nuking his family too, though.
