Reverse-engineering user actions (hence the decontamination chamber; I touched Ruby *shudder*); there's one simply called
PENDING
, and it appears to have something to do with queued posts.

Ah...poking around in settings, it looks like posts that need to be reviewed. I guess some sort of moderation feature.
In the Spam area I see this setting:
min first post typing time
Minimum amount of time in milliseconds a user must type during first post, if threshold is not met post will automatically enter the needs approval queue. Set to 0 to disable (not recommended)

That makes more sense than queueing posts to go at a certain time; I'll go with that
