    Then please change the whois record for your netblock(s) to provide an
    abuse email contact that *can *actually deal with network abuse from your
    downstream customers. Time consuming forms that give the impression that
    nothing will be done anyway are not an acceptable form of requiring abuse
    reports. Imagine if every network provider started doing that with their
    own unique method of reporting.
