Without any context this looks simply like some website has
[code]alert('is_buggy_ie is not defined');[/code]
and you opened that website with firefox.
Probably a variable that only sets on ie to make the site-javascript work, because in iE some DOM-elements have different names and such.

Pretty much unless you have a good reason, you should should be using jquery or another suitable library that abstracts the legacy IE madness away.
