I never heard that IP addresses inside
0.0.0.0/16
are invalid.
He should filter out the private blocks (10.0.0.0/8
,172.16.0.0/12
,192.168.0.0/16
as defined in RFC1918), though.

I liked the choice of loop variable names in the nested loops. x -> z -> y -> w makes complete sense.
