I wish to file a bug report. using that URL, waiting til a topic is updated and clicking the link to load the update places the updated topic in the wrong position on the list.

Close but no cigar.On a related note - did you half-fix that quote (so it shows HTML tags but the link works) or is the way that quotes are handled sans formatting even more Discoursistent than expected?

I fixed nothing. Formatting in Discourse is limited; it does basic formatting like bold (sometimes), italics (sometimes) and links (sometimes) but doesn't do things like hrs. And sometimes does uploads and sometimes doesn't.
I gave up trying to figure out what the actual expected behaviour was.
