Pickaweb used to be my hosting provider until I decided to go to another that could provide me with a command line to my server rather than just cPanel. The only service they provide to me at the moment is their DNS nameservers. Why they sent this to me I've no idea... (well I do, but still.)

Just a quick email to let you know that we have invested in brand new infrastructure & we are upgrading the server that you are hosted on. We will be adding more power to the Hard Disk Array & adding more RAM so that your site loads REALLY fast. That is super important for your ranking in Google.
But not only that, we are speeding up the software with some really neat tools like Litespeed & Percona. You will see a noticeable improvement in the speed that your site loads.
Security is also being improved as we roll out stronger firewall features to make sure you don't have any compromises & we will be strengthening the anti-spam set up so that our servers have even less chance of getting blacklisted.
To upgrade your service, we will migrate your files to the new server in the next day or so. Your service should not be affected, but we are here to help if you have any questions.
From our experience the only areas where you may need to make some adjustments are as follows:
1. Email - check your incoming & outgoing mail settings & the port settings if you use an email tool like Outlook, Thunderbird or Apple Mail. If you use mail.yourdomainname.com as your host, please leave it as that – as that’ll connect to the new server – no changes required.
However, if you use the server hostname as your incoming/outgoing host (eg. something like node006.hostingseries.net or node007.hostingseries.net) please set this to typhoon.pickaweb.co.uk when we notify you that the migration has completed.
Finally, if you use an IP as the outgoing/incoming server host – please set that to 89.187.85.4 when the migration is complete.
2. DNS Settings - if you use an external A Record or MX Record via nameservers which we don’t administer, these will need to be updated to the new IP (89.187.85.4) of the server. Please note however that if you have a dedicated IP assigned to you, you would need to check your new dedicated IP address, which can be obtained by logging in with your credentials at https://typhoon.pickaweb.co.<wbr>uk/cpanel and by checking the left pane.
As mentioned previously, we will notify you when the migration is commencing & we will endeavour to keep this to out-of-hours time, as much as possible.

What? They discovered that their PSU was only delivering 2.2V and 4.4V instead of 3.3V and 5.0V, causing the disks to spin slowly, increasing latency and whatnot. Some extra hamsters brought the voltage up to spec.

This might be a stupid question, but: what if you simply installed a PHP (or ASP.net, etc.) shell? I.e. a program that receives commands (after authenticating) and runs them? Or is your program sandboxed and without system access?

TLDR: no root access.
I was (well still am actually) hosting 4 sites on the host, and basically wanted root access to simplify things like backups etc (among other things) and start running services they didn't provide.
Pickaweb wouldn't supply root access. At least at the time.
And, more generally, there's their grasp of the technical, amply demonstrated by the above email which, while I'm sure was written by a fan of NCIS and works in marketing, wouldn't appear to be too far off the technical ability of their helpdesk support staff. It took me a week (IIRC) to get something that could be parsed as "ah - I see. You're not getting root access - we don't do that," from someone who, it appears, was in possession of the single brain cell shared among the shift.
PS. Seems they do VPS hosting now. Fucking expensive IM(NS)HO.

Yes, there are cheaper VPSes out there; I tend to suggest Linode personally.
Mind you, I will say one thing for them. Litespeed vs Apache... if properly configured Litespeed usually wins, and Percona vs base MySQL is usually a smart decision so it's not all bad. Just mostly.

It might be that they've got so many disks hanging off of each PSU that they're getting a significant voltage drop due to the load (because no PSU has zero internal resistance). The more current, the bigger the drop. But that's terrifying: being so cheap that they're running into that sort of problem is just inviting trouble, especially as running the PSUs that close to the limit significantly impacts their MTBF…
