Yeah. A "notify user" flag may be used for something as trivial as a typo, even; it shouldn't be considered a negative per se. "Notify moderator" also has its non-deleterious uses in TDWTFland; badges is the case the OP mentioned, but I'm sure there are others.

I used it the other day to draw @PJH's attention to a FAQ that was out of date, although I guess a "Notify user" would have worked just as well in that case. Certainly, that could apply to any site, not just TDWTF.
