Sponsored Link on Gmail

Check out the "Sponsored Link" I found at the top of my Gmail this morning:
When I clicked on it, I went to what looked like a placeholder page you get when you first sign up for a shared hosting plan.
So did someone spend money to put their 'test' on Gmail's sponsored link?

I saw something similar at one point... not sure whether it was a Google ad but it certainly had the same style as most Google text ads:
