Is there a reason we have two locks on a closed/archived topic? Does it make a difference to the end users if it's closed or locked that having two locks has any meaningful new information for us?
If the two behaviours have to stay, which I fiercely believe they should not (and should be merged), then they need different icons.
Well, obviously you need to show users that they can't post in the topic that can't be changed* in any way*.
