Although @diplo is beyond a shadow of a doubt TRWTF in this situation (assuming facts presented are true), I couldn't help noticing this little WTF by the author:
Let’s assume a neutral stance, and say that Diplo was employing a rhetorical device: that he didn’t mean literally that adequate compensation for an artist’s work should be his rancid sexual attention. [Emphasis added.]
"Rancid" doesn't exactly sound like a neutral stance.

I wouldn't exactly call a tweet the "basest mode of sexual harassment," but it was a pretty terrible tweet. I couldn't find anything about the source art, though going to her page, she has a "buy stuff here" link, so I'm assuming she hadn't licensed the gif as any sort of CreativeCommons or whatever.
I couldn't find that particular picture quickly on her page, and no one else has any obvious links to the source.

Did you a word? "Buy stuff" and "had licensed ... Creative Commons" are not things that seem to me to go together without a "not" in there somewhere.

It was a terrible tweet yes, but if we read the first part of it he said he credited her. Did he? I mean, I have no idea what license it was under and if crediting the author changes the legality of it one bit, but damn it, when you write an article accusing anyone of anything, give me at least some facts about it. Screenshot, link, something!
But nope, straight to "he stole it, and then act badly on Twitter". Yes, he did behave badly, but I'd like some evidence for the stealing accusation bit. Him being an asshole does not immediately mean he's a thief as well. You know, innocent until proven guilty and such trivialities.
So I count 2 WTFs so far: running your mouth on Twitter, and sloppy writing.

There's a link to instagram where he appears to have credited her. I don't instagram, so I'm not sure if that was actually the original or if it could have been edited after the fact or what, but the credit's there now. That's why I wondered about the licensing (if any).

I can't prove it, but this smells like classic "lol wut copyright" behavior: grab something off google, stick the author's name in your tweet, claim you're square. If there was a CC license, he'd have to put that IIRC, as well as (usually) crediting her by name rather than screenname

Based on the content of his tweet, I'd say it's a fair assessment. Maybe not the most neutral term, but not exactly outlandish and judgemental either.

Assuming by 'comics' the article simply means 'comics' and not anything specific, I'm sure there's a pretty large crossover; the Venn diagram would be almost all overlap.

I think most rational human beings would expect the next step up from crediting the author, to be paying the author.....
The tweet is a stab against the author by assuming that the author would automatically find sexual attention satisfying. Which means that he is being sarcastic about the unrealistic option he is offering as being equal to the amount of concern he has for this situation. It doesn't mean that he views exploiting women as payment to be morally acceptable. However, it does say that the way to abuse a woman verbally is to narrate abusing them sexually.
Imagine a woman appearing at her review and complaining about the low value or absence of a raise, and the employer saying "What more do you want from me, a [insert sexual act here] adventure?"
However, the same comment could be made against men.
"What more does he want from me, a blow job?"
So I don't view this as being sexist exactly, but rather revealing about the nature of society as a whole. That we place little to no social value on sex anymore.

I would agree, and I think the problem is not one of sexual harassment, as it is an issue of the complaint not being taken seriously.
... but it was a pretty terrible tweet.
I also agree with this. That @diplo guy makes himself look like a dick. I almost feel as though the problem resolves itself.
