If it said "Copyright 1998", I might give them a pass. Probably not, because presumably they would still be paying money every year to keep that turd online...but maybe.
If it said "Copyright 2015", I might also give them a pass because the year could possibly be passed in with a date function from whatever language might be running the backend. Most likely not, because that looks like a drunken spastic designed it while off their meds so I imagine it is all markup with no dynamic portion.
But shit...this means that someone looked at that POS in 2012, changed the year and possibly other things and committed the change instead of taking it out back to tend the rabbits.
