Well, speaking nine-languages don't necessary have to exclude programming languages in the context of the article (reads your second point). And average programmers know more than 3 programming languages (while only being proficient on one or two).
Btw, for "Once you realize that a modern high-level language (python for example) pretty much reads like English, then there really are no excuses for not trying to learn them.", I remember once heard people saying similar things like that for BASIC 20+ years ago.

I guess the phrase is ambiguous, but if you have the sort of brain that can pedantically follow a chain of logic required to write and especially debug software, I am willing to declare that you have a mathematically wired brain.
