The best bit of the article is that it has been going on for 13 years and was known about since 2012.
The article says they have only just started using manual calculations after being ordered to do so

Add the mix of "'yy-MM-dd", "MM-dd-yy" and "dd-MM-yy" into the game probably helps too.
One of our clients use CSV exported from time card attendance recording system to import attendance record to the system. When someone open it with Excel, the date column changed from "yyyy-MM-dd" to "MM-dd-yy" (or whatever order setting in their regional settings) If we don't use TryParseExact() in the import function we would have some "fun" time picking out garbage data.

I think his point is that the "certain ex-colony" produce most major software we use, therefore they use their standard as the default and it causes problems.

What gives one the capacity to bust down Microsoft's doors and say, "We have a standard, bitch?"
As I indicated above, you could.... I don't know.... develop software...
Maybe people will be pissed off enough at dates to just use your software.
And if enough people switch, Microsoft will do what it has always done, adopt the reason they are switching.

Dwarf Fortress uses a variant of the ISO date format for backups of save files where you get a five-digit year. And then in the game, the EU format is generally used, because you can't sort month names the same way you would sort an ISO date, so they went with something that humans already use and then picked the variant that is in an order.

I will, but I'm neither Microsoft, IBM nor Oracle. Therefore EDI modules still need to handle these quirks at least in foreseeable future.
