I had that, well not that exactly, some time ago. It started as an invitation to "review" their new policy. Which, on repeated ignoring, became a reminder then a nag and then an insistence - meaning "i had to" before any further progress was "allowed".
It may be, and I am not admitting anything (I am the not the only person to use my PC), related to whether or not you have (an active at the time of view) Google login.
Supplementary Edit: I only ever use, and have (easily accessible) shortcuts for, chrome.
