Now, this is an indication of responsive web design. Basically, you narrowed your browser to the point where the site decided to serve up the mobile UI. Nothing really WTFy here. Just widen your browser again.

Grabbed the browser chrome intentionally, as I'm scrolled at the very top, but the top bar is covering page content.
Also, I just realized, if you're under a certain width, that ad at the top doesn't even appear.
