@notifies break quoting

- Try to quote it
- Watch as the quote button never shows up

@notify someone, let's say @sam, and then highlight part of the post to partially quote a post so that the quote starts at or in the @mention. the quote popup will not appear.

It's all under 1 bug: Dicsourse eats mouseup events on anchor tags. It does this in the name of click tracking for links. Although you'd think they'd at least not eat the mouseup on the anchors they themselves created (for @mentions) because they should damn well know those are NOT ACTUALLY LINKS. But that might be hard, so instead, Dicsourse will continue to be buggy and full of random fail.
