It's when the page bounces up and down while you're trying to read it. These days I think the most obvious example is when you click a notification that takes you into a picture-heavy topic and your viewport moves as the images load.
It used to be really bad with .

Used to refer to a bug that caused random scrolling when opening user information. Now gets used whenever stuff moves around unexpectedly.

Particularly where you did something (e.g., clicking on Reply) and Discourse decided that it was a great time to make a trip to the top of the page, scrolling all the way bit by bit. On long topics (which were more likely to trigger the bug in the first place) it was an absolute killer, and it was caused (IIRC) by the way that Ember used to update the HTML of the page, compounded by the way that Discourse used certain events to trigger when to load more. Add in a sprinkling of massive resource usage, and you got the full experience.
being , the Discourse team's “fix” for this was that we should not have long topics. I think it was probably this bug that really started the major disenchantment; it was annoying and their attitude to it utterly stank. After that, things just went downhill as we stopped being nice to them.

Hm. I was in some topic yesterday (one with 12k posts... Guacamole maybe?) and it wouldn't let me scroll to the end. I'd scroll down, which would cause new posts to load, which included a bunch of movies, and unloaded a bunch of posts from earlier. This had the effect of scrolling me back up the page far enough to start unloading the videos at the bottom and reloading the post from above.

I''ve had that happen frequently (using End). I found clicking to a different tab, then back, seems to clear it up...
