Finicky reply notifications

Sometimes, I just don't get a reply notification. Or, I suppose, it's called a "mention" notification. You know what I mean, the only important kind of notification.
Today's example:
I haven't been keeping track of the bugs threads. Is this a known issue? Should I file a bug?

I think this is also happening with replies to threads I'm watching. I keep being surprised that a thread I'm Watching is in my unread list when I didn't get a notification. But I can't prove it didn't get lost in the list of notifications, so I'll try to get some proof.

That mention is inside a quote, so it doesn't generate a notification.

@ben_lubar Why doesn't the reply reference generate a notification then? This is stupid.

It's been so long, I forgot I even posted that :/
There's only one thing I want from nodebb, and it seems there's no traction whatsoever on that one.
