Reproduced using the Slate theme.
With a custom theme, it seems the composer is forced above everything else, including the "Sure to cancel your post?" dialogs, Emojii selection dialog, and the Red Boob.

I once tried maximizing the editor, because I thought that might be a grid grip. Now the composer always starts fullscreen and I have to tell it not to be. ALWAYS.

@RaceProUK Look, when I pressed that button, it immediately went fullscreen, and pressing it again made it windowed. Apparently I was able to drag it down once it was maximized, but when it was not maximized, it was just a button. Which is why it was maximized in the first place, which I said in my first post, and was the entire problem. I was trying to ask 'how do I do this simple thing' and only got a 'Just do it' from you. You think that's helpful?
But now it works. Thanks, @abarker, though it sure acts a lot differently than it does in your post.

Yeah, but after the first edit everything was fine (had to fix some grammar). The second edit (when I added the video) is when the image disappeared.

@RaceProUK Interesting, it actually works like that for me now. But I'm serious, I tried like eight times, and it didn't ever act as a grip. All good I guess, until someone else has this problem. Wonder if it can somehow change the cursor? Except it's doing double-duty, so I don't know.

I don't think there's a single convention, but the grip in this case does have a double-headed arrow on it, similar to what the mouse cursor becomes when you resize a window

@Tsaukpaetra Grid splitters aren't very buttonlike. We could even not display it, and have it just use the end of the composer, like any sane person would have done. It might make sense to give it a grip for touchy people, though.

@PleegWat No, what it needs is separate buttons. There are standard, well known icons for both of these use cases. We're using a nonstandard icon to do both, with no indication that it does do both.

@Magus Double-tapping a splitter to full-screen one of the sides is definitely a pattern I've seen before, though it's uncommon so there's a discoverability problem. And that may go double with the mobile angle.

@PleegWat Again, the double square maximize icon is pretty well universal at this point, while the double-bar on a line, possibly with a border, possibly just extruded, is not something new. Why are you trying to find new ways to do things everyone understands? Are you Jeff?
