So I was browsing the categories and I noticed there is one called General Discussion (not be be confused with General).
It contains this very useful topic so I'm going to go on a limb here and guess that it's not mean to be visible :).

You are correct. It was a hidden topic, I think relegated to TL3+

Nope, it's supposed to be visible.
Long story, it's part of the failed CS import and the admins put the Likes thread in there to prevent it from killing Discourse. After they found the bug and fixed it, they made the forum visible on Discourse but didn't allow any interaction with the topic except reading. That's where we are today.
