When trying to research the history of the word, I couldn't find anything specific to old norse, but it does appear that modern Scandinavian languages use fjord and fjärd to mean long narrow bodies of water. Thus it appears that you are as wrong as can be about the water being optional.

Slightly flippant I would say that a fjord is a fjärd found in Norway. When I looked into this to be sure, I realised that I am living just on the border through Sweden where it is called a fjord to the west of me and a fjärd to the east of me. Also, from 1889's dictionary:
