Project bidding sites
-
My boss would like to have a relatively simple program made.
I remember there was a site where someone could post a project that they wanted done, and programmers could offer their services for a price.
I mainly remember it due to someone wanting an OS written for $20 or something ridiculous, though.
Are there more than one of these sites? Does anyone have any recommendations?

I'm a generous type of guy, so I'm going to assume that posting condescending non-answers is the only way you can get hard, and that was the last one needed for you to get a happy ending.
It does not, however, help me if I didn't know the name rentacoder, or similar (but who knows which one is more trustworthy) sites called rent-acoder and getacoder.
That's why the word 'recommendation' usually requires personal experience.
But at least you got your daily release so all is right with the world for a few hours.

Is it fiver? I don't remember exactly what the site was either.......

There's Fiverr but $5 is too low for most things and you get what you pay for...

Why do you always reply with "horrified" or "surprised" emoticons to posts that are funny or amusing? It doesn't seem like those emotions match.
I'm just asking because it's like the 3rd time I've seen it.

Too generous? ;)

That was one of the ones I'd heard of. It's not that small a project, unless you can pay per page or something.

In the UK, there's https://www.freelancer.co.uk. Don't know if there's a US equivalent.
It has a bit more range of prices and skillsets, but there are still a lot of "do my homework" and "write a better facebook: £50" offers

"write a better facebook: £50"
<!DOCTYPE html> <html> <body> <noscript><p>This site doesn't require JavaScript</p></noscript> <p>Go do something useful</p> </body> </html>
*waits for her £50*
Edit: Updated based on user feedback

From talking to him more, it seems he's looking for something like Moodle, so I'm trying to work out what functionality is needed on top of whatever Moodle already provides.

Fucking empty as fuck. Oops… ummm… FTFY?…

Then, why don't you just take and use Moodle and build functionalities as plugins for it?
This should satisfy your boss.
