Oh, maybe nobody is missing.
Normally you'd think that /leader would only give you all TL4s.

And there are links to each user level on the admin dashboard, on the users by level table.

Those links still use the old TL names. Elder will get you TL4.

I don't know what you are talking about? I am pretty sure the server they host those instances on has a somewhat finished admin-panel.

As I understand it, the hosted instances don't give you server access, so how would you install plugins?

Yeah, the admin Plugins page (which is visible to mods ¯\_(ツ)_/¯ ) has a link, "How do I install plugins?" which points to
Plugin updates, however, are supposed to be doable from the admin dashboard.
