Windows firewall error

My son is trying to use something called a "pip-boy app" to access his Fallout 4 inventory from his phone while he's playing. Apparently, this requires opening a couple of ports in Windows Firewall, as described in this article. He is encountering the following error in attempting to do this:
I know we have Fallout 4 players here. Anybody use this app? (He says the app is from Bethesda and obtained from the Apple App Store, so I guess it's legit.) Anybody have any clues about the firewall problem?

This is definitely a thing, I've heard a lot about this app. I don't know about the firewall, but the app isn't a scam.

Hahaha, well I guess out of the millions of people who bought the game, one person would actually attempt that.

Well the error is entirely orthogonal to Fallout 4.

I can safely say it was only used by about 4 devices during E3.
A lot of game developers are doing this thing now where they're trying to make "second screens" happen. Xbox has an app for that, Playstation can use a Sony Vita as that, some games (Battlefield 4, Fallout 4) are making their own apps.
It's a dumb idea nobody wants.

From a quick Google, it looks like that error comes up if the Firewall service isn't running, or was running but crashed unexpectedly. Does he use an anti-virus that replaces Windows Firewall with its own (almost certainly inferior) version? Does he have Windows Firewall turned off entirely?
To provide a better guess than that, I'd going to at minimum need what OS version he's running. Come on, man, you work in computers, you didn't even provide the OS version with your bug report!
EDIT: apparently it can happen in Windows 7 if you have something called "Advanced Firewall" installed but not .Net Framework 3.5 installed.
Another post here says if you're in a command prompt, you can type "netsh winsock reset" to reset your WinSock settings, then reboot, and that could possible solve it maybe I guess?

Yeah, absolutely nobody wanted it. That's why this wasn't sold out almost immediately:

I have my Windows Firewall set to "Notify me when an application is blocked by the Windows Firewall".
Upon starting Fallout 4 I got a popup asking me if I wanted to let Fallout 4 open some ports, allowed that one and was able to find the game through my Windows Phone's PipBoy app.
So, it does work. Haven't seen your particular error, though.

On the PC version, it's off by default. I presume it's the same on the console versions, but I do not know for sure.

I've sent your questions and suggestions to my son, but apparently he's too busy playing to check his email. If any of the suggestions work, I'll let you know; if not, I'll pass along his answers for further troubleshooting.

He said he's going to try this later. I guess playing now is more important than getting the app working. BTW, OS is 8.1, if it still matters after he's done trying all that's been suggested so far.

Anyway I still say the app thing is a gimmick fad flash in the pan. I'd be curious if he's still using it after the first, say, hour or so. (I guess for full immersion it might be interesting to use the app to juggle inventory without pausing the game. I assume it doesn't pause? Not sure how it works.)

Whilst not in the spirit of the Thread: I have noticed an increase in the number of Apps that I cannot download to my Windows 8.1 PC because Windows Firewall is not running. As I currently use Norton for my security, this is not surprising. Anyway, I just enable Windows Firewall and the App downloads.
What happens to Windows Firewall after that I don't know nor care. Obviously "something" switches it "off".

I go to the windows App Store, via the nice big clicky button, select my App of choice. It downloads it but does not install it because of the above mentioned error.
Next time it happens, I'll try and take a screen shot.
Oh, and another thing - the number of Apps that require I provide geo-location data (although this is mostly for my mobile)

As I currently use Norton for my security, this is not surprising.
So you like walking through knee-deep mud, eh? That's what Norton always felt like to me until I got rid of it.
