That's a special case as it doesn't use the standard battle system for the most part.
Doesn't every single boss cheat at some point? Like [spoiler]Papyrus's blue attack[/spoiler] or [spoiler]Toriel killing Asgore in one hit[/spoiler].
Those introduce new game mechanics. However, you'll note that they don't do stuff like [spoiler]dodge every attack, ignore invincibility frames on attack, have every attack deal a significant amount of damage over time, or attack you while you're in the menu system.[/spoiler] Especially the last one on that list.
Also, [spoiler]Toriel doesn't kill Asgore in one hit so much as instantly end the battle in one hit.[/spoiler]

AsrielFlowey loads from a save in the middle of his attack[/spoiler]?
