I can't decide if the person posting this job is a troll or just very, very special, but he's looking for a special someone that can make his site faster than 99.95% of the sites on the Internet without changing the underlying software or upgrading the hardware.
I wonder if pay is contingent upon meeting that 4ms performance benchmark.

That part's not impossible. Maximum permissable latency in an ethernet domain is about 50 microseconds. He didn't say anything about doing this over WAN links.

"Desired skills: Designing skills" Maybe a skilled designer would know how to change the colours on the site so that the human eye can perceive them faster?

If not on a local network, his customers can only be 600 km away with minimal latency. (assuming a back and forth trip on optical lines, with instant page rendering)

It stands for both/either.
PHP is more common. If your lamp is perl, you'd better mention it, I s'pose.
