Sorry, that is not Windows Vista. Maybe it is a mockup of Windows Vienna (aka Blackcomb) or an even later version. But knowing their way of removing feature after feature before the final release, what is shown on the video might never appear on a Windows desktop.

Yeah, and it uses up all your system resources... BTW the translucency option is available in 2000 and XP also, see i. e. http://www.codeproject.com/dialog/wintrans1.asp

Actually, yes. With a few limitations, of course. The window has to have been created with certain styles (but of course they can sometimes be added using SetWindowLong()), and it's only supported under certain versions of Windows.
You can start with the Windows SDK function SetLayeredWindowAttributes() for more info.
