So it's ironic because you have to access the internet to reach it, therefore somewhat-confirming that your internet connection is currently active?

It's not that stupid -- you might, say, have an outage at home, but report said outage from the office, where you still have connectivity.

I know - but over-analyzing takes the fun out of it...
OR maybe you are having internet problems, and want to report them, maybe you are not ALWAYS having the outage. I once had intermittent outages due to the fact that my phone lines were at capacity limit and wind could cause capacity to drop low enough to interrupt service.
However I'd like to think that clicking submit would cause the outage thus causing the person to go berserk and use the phone next time.

That form is from the BBC UK article about the fiber trunk line being severed in the middle east.
Perhaps they are using reverse metrics, we all must fill in the form saying "Our internet is OK".
