Funny story. It was so long since I saw the movie, I mixed up Judge Dredd with Demolition Man. Same concept-- futuristic Stalone enforcer. Framed. Schnieder assholing.
Then one day I see Judge Dredd, and I spent way too long thinking "When does he get cryo'd again? This is, like, Act III already..."

And shows his ignorance by claiming that the only legal interaction regarding violations is "being sued".
There's also this little concept called "Abmahnung" in Germany (might be an "adhortatory letter") which can be sent by your competitors if they find you in conflict with the law (specifically, a law the competitors have to adhere to as well).
Such an "Abmahnung" costs the adressee money (i.e. the legal fees of the attorney writing this letter) and only sees the light of court if the adressee decides to fight the letter. Which is rarely the case. Which in turn makes it no wonder that he hasn't seen any suits.
