I thought he sounded mentally handicapped, like someone who took way to many beatings to the head. Slurred speech, slight stammers forced enunciation.

Totally sounds like Buffalo Bill in my opinion. Also, I really think this guy needs to get outside, in the fresh air more, as he doesn't seem to understand the concept of what BIRDS are.

Birds? Nah...I think it's insects crawling around on the screen. Hence the camcorder at monitor.
