I don't think these add up.
Also, there's like 17 databases and 10 pages worth of the various reports you're supposed to produce (including GIS). Who the fuck came up with these numbers? Better multiply the coding duration by 10, and hope everything goes well.

BTW, a little background would help, seems like some sort of student estimate for a project.

But in Absurdistan, that's not how it is done. Typically, you meet with your competitors, negotiate who's getting awarded the contract this time, and if it's you, you bid some arbitrary figures with the only boundary condition the result is lower than the competitors'.
The administration is forced by law to accept the lowest bid.
Forward some months, after you've started with the project, you discover that there is a little thingy necessary to be done that wasn't in the contract, like 2 additional network cables to be connected, the restroom stall doors have to open to the right instead of to the left, an additional sanity check on user input, anything.
That of course requires you to completely start from scratch, and effectively increases the money you need by an order of magnitude or more.
There is no moral problem in it, for the tax paying mass is an abstract entity.

Except some enclaves of Corruptsylvania where the same general procedure is used with the additional improvement that the bidder company is an empty shell that subcontracts the actual work to some actual programmers for about the original pickings and distributes the majority of the money through another empty shell company in Seychelles, Cayman Islands, Cyprus or similar place.
