I ran across this bug in MSFS2002. The air traffic control insisted that I was a couple of hundred feet off. I was thinking of mis-calibrating the altimeter to their demands, but I just ended up doing the conversion mentally.

Maybe it's deliberate? Maybe REAL air traffic control sometimes does this, due to errors in radar-obtained altitudes, or human error?

I see no real bug here...
When you go over 18,000 feet, you switch to flight levels, and thus have to switch your altimeter to 29.92 (which is what ATC and all other aircraft will be using), then the autopilot will get the correct altitude.
