Any reasonable explanation why weapon manufacturers got the contract?

Because the fact that in the US ill people without money have to die even when a cure exists is not enough.
A bullet in the head will make them stop complaining, for the benefit of our wealthy ears.

Does it surprise you that a weapon manufacturer gets a government contract from the Bush administration?
-
Or maybe the weapons manufacturer has such a fantastical IT staff that they are able to make futuristic weapons... which would qualifiy them to be the IT staff for any number of industries.
Ohh.. I forgot...
Its Bush's fault.

Actually, I've heard Lockheed in particular has a decent software division. Or at least did at one time. I had a CS professor in college who'd worked there back in the day. Also because you have to meet certain 'standards' and be on some approved contractors list to even be allowed to bid for contracts like this. Those companies are, or course, already on the list.

Forbes is ad abuse incarnate. Not only the ad columns take up 3 times the size of the content, but if you keep scrolling down, there's a huge column of Forbes ads stretching all the way down. I don't know who they expect to look at it, since the content ends even before the first ad column.

SAIC and Lockheed-Martin are both very very good at bidding on, and winning, government contracts. Government contract awards are usually given to companies who hire people with friends in the right places.
Plus, Lockheed-Martin has a good reputation, due to having built all those weapons (and because most people outside of NASA aren't aware of the fate of a certain Mars probe), and SAIC has a reputation for being cheap.
