Any other image format (like icon) supports multiple embedded images?

The images need to be embedded at different sizes and I don't think gif does that.

Whoops, I see what you mean now. I thought icons were just embedded in the exe for windows and you could select from the ones available. They're definitely embedded at different resolutions in Android.

files can store multiple sizes of an image.Well, those and DirectX texture files (probably OpenGL ones too).

TIFF I believe does this.
Also the video "container formats" usually have ways of storing static images in them-- using one of those you'd be able to store however images you need as "tracks". (For example, I know QuickTime files allow this.) You won't find many standard tools willing to work with a file of that type, since they usually expect to find only video and audio tracks.
