Huh, apparently you have to do a full refresh to see that bar, because I didn't until then, and I've been on the site for approx. 3 hours.

That header appeared less than half an hour ago.
Unless you're using John Smith's TARDIS, I'd be surprised if you'd seen it more than zero times before then.

I guess,
depending on if that bar is a Discourse feature that @PJH can set to do what it is doingand it is a feature, it could be a bug that the bar will only show up after a full refresh and doesn't force such a refresh on navigation when it is set to show/hide.

Yes, I did. Seen a few people experience stuff that isn't normally attributable to DC's usual foibles, and since I don't have (nor necessarily want) the necessary access to assess or fix stuff...

Edited it before your reply because you'd basically said as much, but a picture is nice.

The confusion was in that it only pops in to view momentarily while a page loads and I had not scrolled to the top of any threads for a while. I thought that perhaps it was somewhere in the logic (timeout function perhaps?). It was not until I viewed the homepage that it was there permanently.
Now that I know it is in the header and pushed out of view when you scroll down, it makes more sense.
