The "new or updated topics" alert

Could there possibly be any worse way to present it than as an extra line in the topic list that magically pops into existence at random? There should be a badge based on how many times someone has tried to click on a topic but then been
'd by Discourse shifting everything down as you're about to click somewhere.

No kidding. Just like you get the alert when the site has been updated - click to refresh - something similar should come up when a new topic is created. Just not an alert that interrupts everything else - say, upper right corner window somewhere?
