Z-index excitement

During the downtime I tried to view my notifications.
I saw various flickering of the notifications popup as it ended up behind other things. Managed to catch it too.

This looks more like when the site is dying or my connection is really bad, either true here?

It was definitely iffy earlier. I couldn't get here at all. Everywhere else was up so I assumed a DC problem.
