Muted Categories still don't work

Reporting it here because I won't on meta.d, and last time I reported it Atwood responded, then promptly ignored it.
Setting in preferences for Muted categories:
Definition of Muted: "You will not be notified of anything about new topics in these categories, and they will not appear on your unread tab."
So:
"We advertise features that don't work, we're totally ready for "v1"."

Well it's sort of technically true... it's notifying you about being quoted, not because of it being a new or unread topic.

I do guess, under a technicality, their description is half accurate:
Wrong: "You will not be notified of anything about new topics in these categories"
Right: "and they will not appear on your unread tab."Except, considering the other two options automatically putting new topics in the correct notification level (Watching and Tracking do put new topics in Watching and Tracking), that's what would be expected of Muted, but it isn't.

Right. Posts in categories that are not visible to all users (Bugs, Lounge, etc.) don't count.

But bugs are only not visible because they want to cripple and intimidate new users from sharing their shitty experience... it totally should be visible to all anyway

I was being quoted as part of a new topic in the category, so not technically right there.
Also, apparently the Markdown bold doesn't work inside the quotation "quote" tag, which I thought was also Markdown.

So if it had been a quote after the topic wasn't new anymore, you'd expect to be notified or no?

I'd expect not to, but technically it wouldn't be wrong in that case.

As in, I think it only means you wont' get the "A NEW TOPIC IS CREEATED1111COMREAD PZL" notification.
All the other notifications still apply.

This is probably my fault. I'm abusing the server with fiddler.
I've killed my fiddler session, among other things, I let the front page load the latest topics, then requested them 10k times to experiment with how the server is (or isn't) caching objects.
Also, I've apparently reached the maximum edit limit, and can't edit for another 23 hours.

What I would expect is it to work the same as the similarly available options immediately above it, which, when a topic is created in categories in those options, Discourse sets the "notification level" to Watching or Tracking for those topics.
Muted should be the same, but isn't (both in description and, obviously, functionality). I don't care about those categories in any way, shape, or form, so I don't want notifications from them, no matter what.

But you weren't being notified that there was a new topic, were you? Getting a notification for a mention seems correct even if it happens in a muted category.
If the mention spam upsets you, ask to stop. If it continues, start flagging for admins.

Except, as I mentioned earlier, and as even Atwood offhandedly agreed with, it should work the same as Watching and Tracking, but does not.

Eh...who fucking knows.
Why do we have tracking / watching in the first place? Not entirely clear, and there's a meta.d topic somewhere debating it. No doubt we're all just too dumb to figure it out.
