Strange scroll bar behavior at the end of a topic

Has anybody else seen behavior like this when scrolling to the bottom of a topic?
Something can't quite make up its mind how wide it is, causing Chrome to add and remove the horizontal scroll bar periodically. I haven't actually measured the rate, but it seems to be about once per second, or slightly more.
It is very reproducible for me in Chrome 36.0.1985.125 on Win 7 Pro if I scroll to just the right position at the bottom of the topic, with the reply to topic button right at the bottom of the window.

I've never seen that. It might be because of the custom progress bar width being set without changing the positioning.

I've seen it, but it makes the whole viewport move up and down on my Chromium (36.0).
