No, that's the sea. The floods were along the rivers, which are marked as thinner blue lines of the same colour, and consisted of those rivers remembering that half of Somerset used to be one big marsh.
Yeovil is the larger smudge at the bottom near where three green roads come together, about ¾ of the way across. (My brother lives nearby.) The town is noted for being on the River Yeo. It didn't flood meaningfully, but it was still very wet; they had a lot of rain.
