Hydrologic Warning

So I'm running this app on my phone that gives me weather forecasts, and for giggles I've got it set up not only to give me local weather but also the weather for places I've lived before, and places where I have close relatives. The latter, for instance, tells me that my brother is currently facing severe thunderstorm chances while I'm here in fair and 109 degrees.
Unfortunately, I get alerts for weather conditions for all of these places that all pop up with equal urgency. So my phone will suddenly chirp at me when a place I haven't lived since the '70s gets a high wind advisory or a fire hazard watch. Usually these go on for two or three screens worth of information detailing the exact area covered, the reason for the severity, and fun facts about just what a "heat warning" means.
Earlier today, the town I grew up in back in the '60s received a "hydrologic alert" which read as follows (in its entirety):
Hydrologic Outlook Issued June 06 At 4:00 Pdt By Nws Oxnard
.Saturday And Sunday... The Flash Flood Potential Rating Is Zero.
No Flash Flooding Is Expected.
Gee, thanks ever so much for interrupting me to pass that along.

Seems reasonable. Aren't the rare times when California isn't flooded, on fire or violently tearing itself apart noteworthy to the point where the public should be warned?

As observed around about the time of the Rodney King riots, southern California in particular has earthquakes, pollution, flooding and wildfire. But apart from earth, air, water and fire, everything is just fine.
