Username creation limits messages wrong

Follow-on bug, the "must be longer than X characters" message should read "must be at least X characters" (Or "must be longer than (X-1) characters")

Ditto with the "must be shorter than Y characters" message - should be "must be Y characters or shorter" (or "must be shorter than (Y+1) characters")

The numbers change to match what set in the admin panel; it's the text that needs attention.
