Yeah, it looks like a unicode (UTF-16) character ended up in a non-unicode (ASCII) string or something.

Anything involving UTF-16 is pretty much a WTF in its own right.

More specifically, it looks like there was some decomposed Unicode (u and a combining accent) instead of precomposed. Maybe the guy's name was typed on a Mac, where decomposed Unicode is common.

No, just plain vanilla UTF-8 being interpreted as 8859-1. 0xC3 0xBC are the bytes that appear here, encoding the character U+00FC, which is *drumroll* ü.
