Outsourcing the Outsourcing

Like many companies, our management is experimenting with outsourcing some software development. Then the manager who was managing the outsourced work got drawn into something else and no longer had time to properly oversee it.
So he recommended, and got approved, an outsourcing effort to manage the outsourcing effort.
What could possibly go wrong?

The dev company will realise that the task is a bit bigger than they can handle and outsource to a specialist company, who tends to hire contractors.

Has anybody considered setting up an internal team to tender for projects the outsourced outsourcing management is looking to outsource? Could be a nice little earner.
