On this page, try selecting the link which is the fifth bullet item in the first list of the largest (lower right) frame:
(It's the link titled “Official Guidelines for User Interface Developers and Designers.”)
I know for a fact the linked URL used to exist, because I bookmarked it last year. Conjecture on why it has been removed is left as an exercise for the reader.
