    Yes.

    x-crazed means "made crazy by x" or "crazy due to x". Thus, a "war-crazed" empire would be one that has been driven mad by war.

    Has there really been any other kind of empire?  At least initially, you have to do quite a bit of war in order to create an empire.

    In other words, you don't have to be enthusiastic about war to build an empire. You can be enthusiastic and hypocritical instead.
